These templates are excellent starting points, as they contain all the best practices for a modern website, such as HTML5 support, optimized loading times, style resets, variable stylesheets, etc:
These are helpful tools for coding your projects. You can't get more lightweight than notepad.exe, but sometimes more firepower and support makes the job faster and easier, especially at debugging time. I think we can all agree that syntax colour-coding is more than just cosmetics. In case you haven't noticed, I develop on Windows.
